
Background
The Freedom of Information Act became law on 30 November 2000. It established a right of access to all types of recorded information held by public authorities (which includes NDPBs) and imposes obligations to disclose information, subject to certain exemptions.
Introduction to Publication Scheme To be open and proactive about the information we have, HGCA has developed a Publication Scheme which will provide easy access to the wide range of information we have, and contains the following information:

HGCA currently makes information available to the public in relation to its functions and activities via this website.
The classes of information we publish are available on the website and many can be provided as a hard copy on request. A list of HGCA publications and how to order them is also available on the website (see HGCA publications Catalogue).

How to obtain information HGCA publishes most of its information on the web and some as hard copy. Where information is available on the website, a hypertext link will direct you to the correct page.
To request information, please contact us and include your name and address, the information you require and the way in which you would like it to be sent to you.

We will endeavour to supply the information you request within 10 days. There will be occasions when the information is not readily available where it takes a little longer to produce. In such cases, we will provide the information within 20 working days.
Some items in the Publication Scheme are available in .pdf fomat. To read them, you will need Adobe Acrobat Reader which is free of charge.
If the information you require is not listed in our Publication Scheme, you can ask if we have it and request to see it. We will make information available on request subject to HGCA's Code of Openness, the Code of Practice on Access to Government Information and the Environmental Information Regulations . We must also comply with the requirements of the Data Protection Act 1998 and respect the privacy of individuals.
Charges for supplying information
A limited number are available by subscription. Other publications are provided free of charge to levy-payers. It is expected that most information will be available through the website. Where specific requests are made for information, a small charge will be made for the collection, preparation and delivery of the information. An estimate for the cost will be given at the time of request.
Complaints procedure
Our aim is to be as open as possible and supply the information you have requested. However, we may refuse your request where disclosure may prejudice the exercise of either our statutory function or the economic interests of levy payers or where it contravenes the Data Protection Act. We will contact you if this is the case, giving our reasons for refusal. You may send any complaints to the Chief Executive at the address above. A member of staff who was not involved with the original request will conduct an internal review and contact the applicant. If you remain dissatisfied, you may appeal against this decision to the Information Commissioner if you feel we have not complied with our obligations.
